What does this mean?

This measure shows how many kilograms of non-recyclable waste the average household in Cheshire West and Chester makes each year. The main way the Council is trying to reduce this amount is by increasing recycling.  Recycling helps the environment by reducing the amount of waste going to landfill, and by conserving important natural resources.
